flats have strangely familiar facade

'data' as a facade expression has been done before - what has changed in
30 years?

winning scheme of the Duxton Plain HDB Housing competition yields a
strangely familiar facade. The round tower of Pearlbank Apartments located
only a few hundred meters from the competition site has a facade with
horizontal ribbon windows, modulated with full ht. balcony doors and
recesses that capture light or create deep shadow. The flat
facade of Duxton Plain is modulated in a vertical expression with
random balcony protrusions creating shadow. Of the 203 entries - did this
scheme warrant selection as an iconic expression of housing for Singapore
a full 30 years later?
